Richard Baxter Expert Witness

Between 1990 and 2007, I worked as an engineer for Mobile Network Operators in the UK (including 10 years at Vodafone), also in Europe and the USA. Since 2007, I have been working as an Expert Witness on the most serious and high-profile cases, analysing and presenting evidence in the field of Cell Site Analysis.

I have held senior positions at Vodafone (UK), BASE / KPN Orange (Belgium), Dutchtone / Orange (The Netherlands), BLU (Italy), Nextel (USA), Bechtel / Cingular (USA) and Bechtel (UK), in roles relating to the design, build and optimisation of mobile networks. My work incorporated other aspects of the mobile industry, including Network Operations, Quality of Service, specialist GPRS coverage solutions, multi-operator Distributed Antenna Systems, microwave planning and frequency planning. In the USA, I provided guidance for compliancy to the Federal Aviation Administration and Federal Communications Commission Regulations and worked on a telco modernisation project for the US Government.

I have written and published a technical / white paper relating to desktop modelling and mapping for Cellular Radio Design, and designed software to assist with desktop surveying.

Between 2007 and 2017, I worked as a Cell Site Engineer / Expert Witness for Forensic Telecommunications Services. Between 2017 and 2022, I undertook a role for the Metropolitan Police Service, as a Cell Site Expert, working on the most serious crimes / trials within London. Having joined Forensic Partners, in April 2022, I continue to support Law Enforcement Agencies and undertake work for the Defence. I have worked on hundreds of cases giving an impartial service to the Criminal Justice System, often giving expert testimony in Crown Courts.
