Duncan Brown Expert Witness

I qualified as a Chartered Surveyor in 1983 and worked as a professional consultant  to Vodafone in the late 1980’s responsible for the design and construction of their regional telephone exchanges throughout the U.K. I  joined Vodafone in 1990 with responsibility for the design and construction of new radio base stations and telephone exchanges throughout the UK including preparation of existing sites for launch of the GSM (2G) digital network.

During overseas secondments to Australia and the Netherlands I was responsible for the development of the radio network infrastructure required for the launch of both networks. In 1998 I became Vodafone UK’s National Implementation Manager responsible for network development and quality of service in London and the South East.

Since becoming a full-time expert witness in 2004 I have prepared technical reports and witness statements related to mobile telephones, cell-site analysis, telephone attribution and call data analysis in over 500 cases for both prosecution and defence clients. I have frequently attended court at the Old Bailey, The Courts of Appeal and Crown Courts throughout the country as well as the International Criminal Court and other tribunals in the Netherlands.

Since becoming an expert witness I have undertaken specialist training in relation to the Regulation of Investigatory Powers Act (RIPA) 2000, the Data Protection Act (DPA) 1998 and the gathering, preparation and presentation of evidence as an expert witness.
